The panel will discuss an initiative to enhance cyber security on the electric grid that is led by the Department's Office of Electricity Delivery and Energy Reliability (OE), the National Institute of Standards and Technology, and the North American Electric Reliability Corporation. This initiative is an open collaboration with representatives from across the public and private sectors to develop a cyber security risk management process guideline for the electric sector. The North American electric power generation, transmission and distribution systems are moving toward “smart technology” to improve efficiency, deliver cleaner energy and enhance reliability at a time when threats to those systems are escalating. Emerging cyber threats that target power systems have highlighted the need to integrate more advanced security to protect these critical assets. A common approach is needed to address the unique cyber security risks that a utility on Manhattan Island in New York or a utility in Manhattan, Kansas must deal with. With this goal in mind, the leadership team of the initiative has invited stakeholders from across the electric sector to participate, including representatives from the Federal Energy Regulatory Commission, the Department of Homeland Security and both publicly and privately-owned utilities. The group is developing a risk management process guideline that will provide utilities a flexible, fundamental approach to managing cyber security risks through a three-tiered approach. This process will allow a utility to better understand its risks, assess the severity, and allocate resources more efficiently to manage them.

This panel will explore some of the challenges to data collection and analysis for purposes of monitoring the health and security of these large networks and discuss ways for utilities and other data gathering organizations to share data to provide coordinated situational awareness.
