Low-income Communities and Dynamic Pricing

Skepticism about whether low-income communities will benefit from or be hurt by dynamic pricing and AMI deployment often centers around whether people in small residences who cannot afford smart appliances, central air conditioning, and electric vehicles will be able to share in the promised benefits of Smart Grid. This session will explore why the available empirical evidence remains unpersuasive to many stakeholders, what actual participants in pilots are doing to minimize their usage during peak times, and if they are seeing sufficient savings to make the trade-offs worthwhile. Examples of empowerment programs that focus on environmental impact and green jobs will also be discussed as well as creative ways to protect the medically-frail, elderly, and those with limited incomes.
